Three people affiliated with the Occupy Oakland movement were arrested Friday in Frank Ogawa Plaza for allegedly erecting a structure - a food table - without a proper permit, legal observers said.
Five others participating in a 24-hour vigil in the plaza were cited, said Michael Siegel, an observer with the National Lawyers Guild.
A police spokeswoman did not return a call seeking more information.
Protesters said their round-the-clock vigil was a reminder of the Occupy encampment that police cleared Nov. 14. They said they would remain, food table or no.
City administrators said the vigil was legal, as long as activists do not sleep overnight or erect structures.
The arrests irritated the remaining two dozen protesters. Police also removed tree-sitters from the plaza early Wednesday.
"They took the tree. Now they want to nip at us over here," said organizer Shake Anderson. "They're nipping at us, but it won't stop us."
